NSS annual camp

ITANAGAR, Dec 27: NSS unit of Government Higher Secondary School Sagalee organized its annual day camp at Government Girls Residential School Sarkhahappa under Sagalee circle recently.

On the occasion the NSS volunteers constructed temporary fencing around the girl’s hostel and also cleared jungle and constructed footpath in the vicinity of the girl’s hostel.

The valedictory function was attended by ADC Sagalee Chukhu Talar, GHSS Sagalee Principal Hage Taker, Donyi Polo Mission School Sagalee Principal GP Saxena, Government Girls Residential School Sarkhahappa Headmaster Ngurang Rikam and others.

 

Death mourned

ITANAGAR, Dec 27: Anchal Samity Member of Sakiang has deeply mourned at death of Nabam Nikam and Nabam Yakap who died in a tragic road accident at Mengio on 24th December. Late Nikam and his sister Yakap were from Pacho Village under Sakiang Panchayat of Mengio circle in Papum Pare district. Terming the incident very unfortunate, ASM  conveyed deep sense of condolence to bereaved family.

 

Dobin wins badminton tournament

DAPORIJO, Dec 27: Tania Dobin beat Lito Dulom to win the single title in the badminton competition organized as part of Si-Donyi Festival at Sinyik Hall here today.

The pair of D Riba and Lobsang defeated Komkap Dulom and Doli Ngomdir duo to win the doubles title.

Final matches were witnessed by all the senior badminton players of the District and other public.

Attending the final day of the tournament, former MLA Nyato Rigia stressed on importance of games and sports and said that sports foster unity and brotherhood among the youths.

More than 40 players of the district took part in the tournament.

Trophy for the winners will be awarded during the final day of Si Donyi celebration at Daporijo.

 

PBFC storms into semi final

ITANAGAR, Dec 27: Paney Brothers (PB) FC successfully stormed into semi-final in the ongoing Christmas Premier Football League at IG Park here defeating Vivek Vihar FC in an exhilarating penalty shoot out. Both team fought equally hard in 90 minutes with one scored each.  In another match played between Taksing Tagru FC and Indira Gandhi Park FC, former crashed later by 4-3.  Taksing John, Tagru Taro and Taksing Dibang scored for Taksing Tagru FC and on the other hand Gollo Shankar, Joram Tasha and Techi Tallar of Indira Gandhi Park scored one each. In third quarter final match, Chimpu FC defeated Friendship FC in a penalty shoot out. In the last match of the day, All East Kameng FC defeated Ngurang FC by 3-2.

 

 

Truck carrying illegal timber caught at Miao

CHANGLANG, Dec 27: Changlang Deputy Commissioner has seized a truck carrying around 400 cft of A-2 class wood without having transit permit, bill or other relevant documents at Miao. The truck driver and the materials are handed over to the district police. DIPRO

Data dissemination workshop on Houses,Household Amenities and Assets held

ITANAGAR, Dec 27: The first phase of the two-day workshop on dissemination of data on Houses, Household Amenities and Assets was held today at Banquet hall here today.

While giving keynote address, Bharti Chanda, Joint Director, Census Operations stated that the basic benchmark statistics on the state of human resources, demography, culture and economic structure at this crucial juncture would be vital to guide and shape the future of the nation. She informed that concurrent quality checking based on scientifically and statistically designed samples as well as post processing checks, a task force for quality assurance constituted under the chairmanship of RG and CCI intensively was done to ensure its quality before release. In a country like India, with multi lingual, multi cultural and with multi- level society, the census is much more than a mere head count of the population. It gives a snapshot of not only the demographic but also the economic, social and cultural profile of the country at a particular point of time, she added.

The Census of India 2011 was conducted in two phases “House listing and Housing Census” and “Population Enumeration”. The objective of the House listing and Housing Census was to identify each building/ census house and to find out its usage so as to enable drawing up a frame for the Population Enumeration.

In Arunachal Pradesh, House listing data and Housing Census was conducted in consultation with the state Govt. during 1st April 2010 to 15th May 2010.  During the period, the Enumerators and Supervisors appointed for the purpose visited all the Houses and Households to number the building and Census houses and collect primary data which would provide valuable inputs to Govt. and Non- Govt. organizations, Industry, Academia, Social Scientists and the people at large to take informed decisions. In India, House listing data is available for total population as well as SC/ ST population while for Arunachal Pradesh this data is presented for total population and ST population only.

The Jt. Director later informed that a software known as censusinfo India would be launched tomorrow and the participants would be imparted training for the same. The data base cum software was earlier launched in India on 17th Dec last by Registrar General of India. It has been developed by Dev Info India and sponsored by UNICEF and UNFPA in collaboration with the Registrar General of India to help countries disseminate their census results at any relevant geographical level on CD- Rom and on the web. It would further help the user to extract information quite easily and generate charts and maps by way of visualization of the data. As and when other data sets from census 2011 would be released, these would be incorporated into the censusinfo modules, she further informed.

The workshop was organized as a part of the effort to sensitize the data users about the availability and use of latest Census 2011 results on Housing, Household Amenities and Assets. Officials from many departments attended the programme. DIPRO

 

 

57th National Development Council meeting

Tuki pleads for higher allocation of funds for development projects

ITANAGAR, Dec 27: Arunachal Pradesh Chief Minister Nabam Tuki strongly pleaded for higher allocation of central funds for various developments projects, saying additional resources would accelerate growth and improve infrastructure in the state.

Addressing the 57th National Development Council meeting, Tuki said the state needed financial resources to the extent of almost Rs 13,000 crore for implementing joint venture power projects along with private operators or PSUs.

"I would urge the national government to provide us this funding in a phased manner over a period of next eight to ten years," he said.

Tuki said that delay in forest clearances continues to be a cause of concern, delaying many components of our power projects, beyond repair. While the concept of a single window clearance committee for technical, environmental and forest clearances is being mooted for some time now, little has been achieved on ground. In a State where the forest cover is already in excess of 82%, it becomes difficult to locate additional land for compensatory afforestation, Tuki said and hoped these points will be kept in mind by the decision makers while making the forest clearances, more liberal and flexible.

While expressing concern over complete halt in progress of works on the 2000 MW Lower Subansari Hydro-electric project due to ‘irrational’ objections from certain sections of people in Assam, Tuki lamented that no effective step has been taken - neither by the Central Government nor the Assam Government to contain these protestors.

“This project is a national wealth and is almost 80% complete. Once operational, the power requirements of the entire North-east region would be taken care of and my State would get revenue to the extent of Rs. 300 Crore annually which would help us address many of our developmental needs,” Tuki said. Tuki sought the Centre’s intervention in putting this project back on track as delay in its implementation is causing huge loss to NHPC and the State Governments of Arunachal Pradesh and Assam as well.

Tuki urged the NDC Chairman and Prime Minister Manmohan Singh that atleast two major road projects in the State should be made a part of 12th plan document – the Guwahati-Tawang link through Bhutan by constructing the Lumla-Tashigong gap and the 157 km Miao-Vijayanagar link under PMGSY.

Informing that the revised financial sanction for the Itanagar railway project has not been accorded by the Ministry of Railways which has delayed the project beyond its target completion date of December 2012, Tuki urged the Ministry of Railways to release the balance funds as the people of Arunachal Pradesh are eagerly looking forward to their first train and the first railway station.

“Further, the rail connectivity in the central and western sectors of the State needs to be expanded during the current plan but I see no mention of these areas in the plan document. This may be looked into,” he said.

Tuki requested the NDC to consider some of the specific requests of the state government which are pending in the Central Ministries in the 12th plan document, which include relaxation in norms for PMGSY to cover habitations with less than 250 population in sparsely populated States like Arunachal Pradesh, framing State-specific estimates for works contracts under Central Schemes to provide for high transportation costs to remote and unconnected areas, inclusion of 4-laning of Itanagar-Bandardewa stretch under SARDP-NE programme during the current plan, provision of rail connectivity to Tenga, Pasighat and Rupai-Namsai, providing domestic resources for two important projects – upgradation of Itanagar capital city and Flood Control and Management project along major river basins which could not be projected for funding under ADB loans due to objections from China, air-dropping of PDS commodities in unconnected villages along the international border

“Claiming that Arunachal Pradesh has made tremendous progress in Agriculture sector clocking growth rate of 14% in 2010-11 which is unprecedented figure, Tuki said that state’s Agricultural growth rate between 2006 to 2012 was 7.8% as compared to the national growth rate of 2.5%.

He said that introducing double cropping, setting up of fruit processing industries and providing marketing linkages to the farmers would be the focus areas of his Government. “We will lay additional focus on apples, kiwis, oranges, pineapples, ginger, cardamom, spices, medicinal plants and off-season vegetables. As our growth efforts have largely been individual-based private initiatives, we will devise programmes to provide logistic support to small farmers. He also informed about launching of Chief Minister’s Agriculture Mechanization programme and Tea and Rubber Cultivation programmes to further catapult the growth rates in these sectors and also provide employment to the unemployed youth.

Speaking on health sector, Tuki informed that two major constraints in the health sector are sparsely distributed population (which makes it difficult to provide health-care at the door-steps and also raises the per capita costs) and lack of available specialist doctors. Specialist and super-specialist doctors are not ready to work in this difficult part of the country on government salaries, Tuki said and recommended if a model on the lines of Lakshdweep and Andamans islands, where Central government specialists are posted for limited periods of three months on rotational basis may be looked into for my State as well.

Tuki said that lack of flexibility under SSA and inability to provide State share for flagship programmes under the education sector remain our biggest constraints. Construction of teachers’ quarters, repairs of existing schools and purchase of regular school furniture should be allowed under SSA.

On the higher education front, Tuki said that the State has no medical college of its own and only two engineering colleges, one of which has started functioning only last year. In order to open up vistas of higher education in premier professional colleges of the country for the well-performing students of my State, I would request you to increase the number of seats in medical colleges to atleast 50 and those in engineering colleges to atleast 300 during the current plan period. The State Govt. has been allotted only 24 seats in the Central Govt. Medical Colleges and 150 seats in Central Govt. Engineering Colleges.

Last year, 3,520 students applied for the 24 medical seats and 3,659 for the 150 engineering seats in the Joint Entrance Examination in the State. The seats are thus grossly inadequate compared with the requirements, Tuki said.

Tuki urged to sanction special packages for the State police in all the districts of the State in a phased manner in line with Tirap-Changlang package since Arunachal Pradesh is the most under-staffed State police of the nation with only one policeman for every 7 sq. km of area.

“It has been almost two decades since the Look East Policy of India, and subsequently ‘Look East through North-East’ doctrine was conceptualized. However, the progress on ground on various aspects which were originally envisioned, like border trade and commerce, controlling cross border movement of UG elements, increase in flow of information, cultural exchanges and people to people contact has been minimal.”

“In the absence of such progress, there hasn’t been any tangible benefit that has accrued to the North-eastern region in particular although several years have passed since we adopted this policy”.

Tuki said that the chief pre-requisite for a meaningful Look-East policy is land connectivity. He informed that he had highlighted the issue of re-opening of Stilwell Road several occasions during his interactions with the Central Government. Most of the 1,726 km long historic Stilwell Road is now in a usable condition and only about 160 km portion in Myanmar needs renovation and repairs, Tuki said adding that opening of this road would provide direct connectivity to Yunnan province of China.

“It is in national interest to build this 160 km portion through an agency like BRO and open this road for trade and commerce at the earliest. In addition, the Border Trade at Pangsau Pass must also be formalized on priority,” the chief minister said.

It is noteworthy that the major items of trade from Myanmar would be valuable timber (teak), precious gems, medicinal plants and other agricultural products. The timber could help revive many of the wood-based industries that had to be shut down in Assam and Arunachal Pradesh following Apex Court’s restrictions on timber operations in 1996 and also create job opportunities to unemployed youth.

“On similar lines, tourist circuits with South-east Asian nations have to be opened. As an instance, a Buddhist tourist circuit from Thailand to Myanmar to Arunachal Pradesh could become commercially viable within a short span of its launch. Again, Arunachal Pradesh has a hydro-power potential of about 60,000 MW and about 42,000 MW has already been allotted for development. Feeding the excess power generated into a South-East Asian power grid and trading natural gas from countries like Myanmar in return would be an idea worth consideration, he said.

Bangladesh, for instance, has been long demanding supply of power from the north-east and if we are able to achieve this, we will lay the foundations of permanent peace and friendship between the two nations, in addition to checking illegal immigration into our national borders, he added.

The NER Vision Document 2020, adopted by all the Governors and Chief Ministers of north-eastern States in 2008 has identified the Look East Policy as the cornerstone for development of this region. It is time to make the policy more meaningful and shift from words to action.

“I request this august house to include ‘Opening of Stilwell Road’ as an agenda item in the 12th FYP document,” Tuki said.

Tuki also requested to ensure that there are due consultations with the State Government before taking decisions on transfers of senior officers and the hard and irrational stand currently being adopted be modified to give primacy to the views of the State Government while effecting such transfers. Also, our cadre strength in IAS is only 37 and it is not possible to manage a full-fledged State with such small strength of officers. Many smaller States have much bigger cadres. I would request this strength to be increased to atleast 75 within the AGMUT cadre for which my State will soon submit a detailed proposal.

The meeting was attended by Prime Minister, Home Minister, Finance, Defence, Agriculture, Deputy Chairman, Planning Commission, MOS Planning Rajeev Shukla, Secretary Planning.

The Arunachal delegations included, Finance Minister, Deputy Chairman, SPB,  PS ( Planning), Chief Secretary,  Development Commissioner ( Finance),  Secretary ( Finance) and Secretary  (Planning).

 

 

Normalcy returns to Miao

TKSC appeals for peace & harmony

CHANGLANG, Dec 27: Normalcy returns to Miao as the Singphos and Chakmas joined hands with administration to construct two houses at Khagam village on the same spot where the houses were set on fire on December 24 in the unfortunate communal clash.

Under the guidance of the Deputy Commissioner, Changlang, both communities contributed not only in the form of labour but also gathered the required construction materials. Two beautiful houses were constructed using bamboos and CGI sheets and handed over to the victims. The District Administration also donated essential household items like blankets, mats, utensils, rice, salt etc. to help the victims to start a new life.

The DC said that the houses constructed by the stakeholders of the peace would serve as a symbol of peace for the generations to come.

The District Administration appreciated the efforts of both communities in restoring peace in the district.  DIPRO

Meanwhile, Tai Khampti Singphow Council (TKSC) is deeply hurt by the recent incident of communal clash at Miao in Changlang District between the two communities following the skirmish on M’Pen land dispute.

Condemning the dastardly act of burning and ransacking of houses, the Tai Khampti Singphow Council urged the people of both the communities to maintain utmost restraint to normalise the situation and continue to work together for restoring peace and harmony.

The indigenous Singphows have been living together with the Chakmas and the other communities since decades without differences, the TKSC said, and urged the state government to look into the matter and thoroughly investigate the incident to unearth the truth behind it so that the culprits can be brought to book.

 

 

Siram inaugurates Capacity building training prog

PASIGHAT, Dec 27: Education helps state to march forward socially and economically, said Education Minister Bosiram Siram while inaugurating a Capacity building training under Saaksar Bharat Mission (SBM) program for resource persons and master trainers of East Siang and Tirap districts held at the Bharat Scouts and Guide hall, Pasighat today.

Our state is late starter in the field of education and such flagship program was launched in the state to make quick progress particularly in education sector.

He further said that education would remove persistent hunger, poverty and disease, we would make sustained efforts for social and economic empowerment making the state educated and beautiful.

He expressed hope that the SBM would involve the entire community including PRIs and women self help groups in its endeavor.

Earlier, Nodal Officer AK Sharma, Saakshar Bharat, SLMA (Itanagar) said the mission has targeted sixteen thousand beneficiaries in the state and nearly fifty percent would be women. Sharma further informed that such training would be conducted phase wise at Aalo, Tezu and Itanagar.

The Director Secondary, T Taloh explained the objective of the flagship programme stating that the government would provide functional literacy to the adults over 15 years of age. He advised the participants to attend the training with sincerity and dedication to avail maximum advantages. Confidence building meeting held at Tawang

Tawang, Dec 27: A meeting was held today at the conference hall of the DC Office wherein the local MLA cum parliamentary Secy (Arts & Culture) Tsewang Dhondup, the District administration officials, a group of PRI Members, senior leaders and elders of the district, monks and youths reached a consensus on a number of confidence-building measures. They agreed, more specifically, on proposals regarding the current law and order situation in the district.

Meeting participants adopted a general proposal of holding a mass general public meeting of all the public representatives and the people of the district in the very near future.

Dhondup advocated for better cooperation and understanding among the senior and elders of the district to tackle the present situation in the district.  Mentioning that the future of the district lies in the hands of the leaders and youths, Dhondup suggested for peaceful dialogues and meetings to resolve the grievances of the people. “Lets all work and strive to bring back the peaceful Tawang,” he appealed.

These discussions were held as part of a project on conventional confidence-building initiated by the Deputy Commissioner Tawang Kemo Lollen and the senior leaders of the district.

Tawang DC Kemo Lollen informed that it is the collective responsibility of the citizens of the society to maintain the peace and tranquility of the area.  “I believe that peace and security in Tawang can be achieved through dialogue and cooperation. Violence is in no way a solution to any problem”. He stressed the need for a close cooperation among all law-enforcement agencies and the general public to restore the peace in the district. He further advocated for holding such confidence building meetings in the future for restoring peace and tranquility of the district.

A threadbare discussion was held regarding the law and order situation in the district and the measures that can be adopted by the administration as well as by the society to bring normalcy in the district.

Public leaders and elders like Tashi Khandu, Tsering Tashi, Goleng, Jambey Tsering,  Dorjee Norbu, Lobsang Dawa, Lungtan  and youths Pema Tsowang, Jampel Tsewang, Tsering Dorjee and others spoke on the occasion.

AAPWU team visits Poma, provides assistance to fire victims

ITANAGAR, Dec 27: A delegation of executive members of All Arunachal Pradesh Workers Union led by its Secretary General Changma Tajo and Working President Hage Tara and accompanied by Koj Kano, Public Relation Officer, Arunachal Pradesh Building & Other Constructions Workers Welfare Board visited and interacted with the victims of Poma fire accident today.

Atleast four government bachelor barracks of PWD alongwith all their belongings and a bike were completely gutted down in Poma under Sangdupota Circle of Papum Pare district on December 25.

Victims Satem Pegu, Taba Yami, Korne Bhadur Chetry and Don Bhadur Thapa were provided some financial assistance from AAPWU as an immediate relief.

Meanwhile, AAPWU demanded for providing immediate relief for the fire victims from the district administration, local MLA and APB&OCWWB as all are registered workers of the Board.

 

 

DC stresses on maximization of  revenue collection

SEPPA, Dec 27: As a follow up action of the two days conference of DCs, SPs and heads of the departments held at Itanagar on Dec 18 and 19, a district level co-ordination meeting was organized under the chairmanship of East Kameng deputy commissioner Tope Bam here today.

Addressing the participants, the DC explained in details regarding the concern of govt. to maximize the generation of revenue from the states own sources to do away with the huge excess non-plan expenditures for payment of arrears and salaries of govt. employees.

The DC directed all the revenue generating Departments of the district viz. power, PHED, PWD, Mines & Mineral, Forest, Tax & Excise, LM , Jansuvidha, Motor vehicles  and Judicial branch of District administration and other  department executing projects and awarding supply orders along with District Treasury Office to place before the house their performances of the last and ongoing Financial Year in respect of govt. revenue collections.  

He further directed that every department shall ensure proper measures to prevent revenue leakage which will be personally monitored and cross checked by him.  Every  department  shall keep accurate reports of revenue generations, he said and asked the EE (Elect), Dept. of Power and PHED to disconnect the unauthorized power and water supply connections which cause govt. revenue leakage. He also assured these departments of all possible support from the district administration.

The DC  directed LRSO for immediate realization of outstanding land revenues from the private Individuals and Govt. departments to whom the govt lands are already allotted.  The HoDs are  directed to get the formal land allotment from the Govt. and pay the required land revenues. The HoDs were also advised to maintain work culture and seek prior approval from the DC before leaving the station either on tour or leave in compliance of the Govt. order.

In addition to above, the DC appraised the house of new Govt schemes, namely, i)  Implementation of CM Agricultural mechanization programme, II) Implementation of CM Health Insurance Scheme to cover BPL population, iii)  construction of Mini Secretariat in the district, iv)  Mukhya Mantri Prayatan Bikash Yojna, v)  E-PDS/End to End  computerization of PDS and vi)  Information & publicity policy. Concern over illegal hunting, fishing in Kora area

KORANG (NARI-KOYU), Dec 27: The people of Korang village including some public leaders have expressed grave concern over illegal hunting of wildlife and indiscriminate fishing in the hilly rivers of Kora area under Nari-Koyu constituency.

According to the local people, illegal activities like poaching, fishing and killing of domesticated Mithun besides destruction of forest wealth is going on unabated in the forest area for the last couple of months. The locals alleged that the poachers and hunter are having a field day in Ramle Banggo area, but the forest department (Wildlife) is quite silent over the issue.

Expressing dissatisfaction over the alleged failure of the forest department to stop illegal activities in the forests, the public leaders of Kora village, through a memorandum urged the East Siang Deputy Commissioner RK Mishra and local MLA to impose strict ban on all such illegal activities. They also urged the authority to take step for seizure of guns, which are used in poaching of wild lives.

MLA Tako Dabii, who visited Kora village along with the DC and a hosts of government officials today, sat in a meeting at newly opened Ramle Community hall. They also visited the Kora Circle Office site at Kora village outskirts and took stock of progress of the office building and other construction works. He also inaugurated the recently upgraded Government Secondary School at Korang.

Dabii in his address urged the villagers to extend active cooperation to the government departments for successful implementation of the developmental schemes. He regretted absenteeism by government officers and officials posted in his area and asked them to stay in their respective place of posting. He called the DC for taking steps to ensure regular attendance of officers in the government offices.

Dabii claimed that he has accorded priority to development of surface communication, health and education in the constituency.

Addressing the meet, the DC called on the people to extend their cooperation for strengthening the administrative machinery. He assured to issue strict order to the Gaon burahs and officers concerned to deal with poaching, fishing other than traditional methods and other illegal activities in the area within the next three days.

Applauding the villagers for their warm reception, the DC suggested the youths to maintain unity and brotherhood and to work with true dedication. He assured to initiate a fund amounting to Rs 50,000 for extension of the village community hall, which was constructed by MLA's LAD fund.

 

 

GHSS, Talo celebrates golden jubilee

ZIRO, Dec 27: Praising the teachers of 1960s and 70s for their efforts in shaping the students in spite of facing many a hurdle, MP(Rajya Sabha) Mukut Mithi called upon the present educators to toe the line, asking them to show dedication and put in hard work for overall development of the learners.

Mithi was addressing the Golden Jubilee celebration of Govt Hr.Sec School Talo, today.

While applauding the school management for completing 50 years of dedicated service and producing illustrious alumnus, he paid tributes to those teachers who were instrumental in developing the school in 1960s and 70s in spite of facing hardships, and exhorted the current teachers to learn and practice from these examples for all- round development of the students. Terming education as an essential human activity, he emphasized on the importance giving top priority to the education sector.

While responding to the memorandum submitted by the organizing committee, he announced 15 lakhs from MPLAD for erecting a boundary wall. He also assured to take up with the higher authority to allot funds for the infrastructure development of the school. As a token of love Rs 2 lakh was given to the cultural team.

MP (Lok Sabha) Takam Sanjay termed the illustrious alumnus of doctors, engineers and administrative officers of Talo Govt. Higher Secondary school as a living testimony of hard work and dedication and called upon the present bunch of students to imbibe such values from these elders. Lamenting on the present deteriorating school environments, where discipline, honesty and hard work have taken a backseat, Sanjay advocated retrospection from all the students. Teachers are placed at par with god, their respect should not be compromised, he advised the students. BJP celebrates 89th birth anniversary of Vajpayee

Itanagar, Dec. 27: The Bharatiya Janata Party Arunachal Pradesh has celebrated the 89th birth anniversary of former Prime Minister and Bharatiya Janata Party Patriarch, Atal Bihari Vajpayee as the “National Good Governance Day” at its state party headquarters on December 25.

Presiding over the function, leader of State BJP Legislature Party, Tamiyo Taga (MLA) has called upon the party workers and leaders to follow the path shown by the party ideologues – Dr. Shyama Prasad Mookherjee, Pundit Deendayal Upadhyaya and the party’s Patriarch, Atal Bihari Vajpayee. The nation has witnessed the performance of previous BJP led NDA government under the charismatic and bold leadership of Atal Bihari Vajpayee and had the nation gave the Vajpayee led NDA government second term the face of the nation could have been different, he said. Taga called upon the BJP workers and leaders to work hard and reach out to the people across the nation so that the unfinished task and paramount vision of Atalji could be carried forward for the betterment of the nation and its countrymen.

 Speaking on the occasion state BJP General Secretary and Organisational-in-Charge, Tai Tagak emphasized the urgent need of good governance, transparency and accountability of the state government. He advocated that Good governance must be founded on moral virtues ensuring stability and harmony. The art of good governance simply lies in making things right and putting them in their right place, he said.

Pointing out the cancerous system of administration which causes public unrest and insecurity, he stressed on the need of adopting important features of Good Governance such as - Rule of Law, Transparency and Accountability, People’s participation, equality and social justice, Responsiveness and Inclusiveness, efficiency and effectiveness in resource mobilization and use, decision based on consensus etc.

Other speakers included State Vice Presidents, Padmweswari Jamoh and B.R. Wage  and state BJYM president Doni Nich.

The Birth anniversary of Vajpayee was also celebrated throughout the state by organizing social services and distributing fruits at hospitals by District Units. At Khonsa, a team headed by National Council Member Wangman Lowangcha visited the indoor patients and distributed fruits at the District General Hospital.

Locals should not be given step motherly treatment

Dear Editor,

The recent reports of burning down of Singhpo houses by Chakma refugee is a grim reminder of danger which our state may face in future. In such circumstances the state govt must take immediate and long-term measures to solve the problem for now and for the future too. Instead of it, the govt. is treating both the community equally.How will the local Singpho tribes trust state govt. if they give them step-motherly treatment to indigenous people.AAPSU is one organisation which could have supported the victims in this time of crisis,but AAPSU is engaged in its own problem. Therefore what can we expect from them. Its important to elect qualified,decent and leaders with good records to lead our student community. If the govt. of AP cannot save us from the Chakma refugees,how will they save us from inter-state boundary problems or from China.The last resort is to take up arms and defend ourselves.

We are awaiting for justice

Dear Editor,

Through your esteemed daily, I, on my personal behalf and on behalf of the poor, ignorant and illiterate parents of the deceased girl, would like to make an ardent appeal to revered commission viz. Arunachal Pradesh State Commission for Women (APSCW), North East Network etc. and the apex students’ organisation viz. All Arunachal Pradesh Students’ Union (AAPSU),  All Tawang District Students’ Union( ATDSU), NGOs and the civil societies of the state to come forward in seeking quicker justice on “ GANG RAPE AND MURDER CASE”  of  a minor girl named Late Dawa Drema  hailing from Jungba-che Village of Tawang District on the fateful night 28th August’2012.

All the accused was arrested but it is very unfortunate to share that after 123 days of the arrest, the investigation team has failed miserably in filing the charge Sheet  within 90 days which is mandatory period of filing the charge sheet. Now, it has been observed, according to the updates that all the arrested accused are one by one, eventually granted bail with latest release of two prime culprits on bail by the court of Addl. District & Session Judge, West Session Division, Bomdila on the ground of accused being juvenile. Till now 3 person has been given bail though crime in question  is cognizable, non-bailable and tri-able at session court only. Now, it evokes many qualms as to the reason behind such inordinate hold-up and   unreasonable delay in investigation proceedings.

It is sheer case of gang rape and homicide according to the available circumstantial evidence  and autopsy report of the case. But, I failed to understand why the case registered is of murder only vide reference Jang PS case no. 07/2012 u/s 302 IPC, Dtd 29/08/2012 whereas appropriate section for criminal conspiracy, abduction and rape also should have been charged with.  Also, I pour down my   strongest word of condemnation upon the all concerned for their callousness, ineffectualness and laxness in investigation, charge sheet filing etc.

As, I am gagged, so are the poor and illiterate parents and other family members of the victim girl who were waiting for the justice to be granted at the earliest. Their faith and trust on the judiciary and the police system is waning down and they are left with no other alternative then to surrender before the corrupt system or resort to democratic means for seeking justice.

Reaffirming my  solidarity with deceased family,  I strongly  register my protest for immediate cancellation/revoking  of the bail orders  and assert more affirmatively on  the demand for  capital punishment for all accused arrested in the case.

Christmas celebration

Dear Editor,

Prof (Dr) Jayadeba Sahoo created a masterpiece over Christmas in a section of  local news papers on Dec 25, 2012 which creates confusion. It seems that he wants to convey that Christmas is the birthday of Lord Shiva. Sahoo sir should have thought cautiously before such writing. Otherwise, such thing can mistakenly commit a great mistake. We should not try to deny or distort established history and facts for the sake of present.  25th Dec of every year is celebrated as birthday of Lord Jesus in Christianity through the centuries. So birthday of Lord Jesus should be related to Lord Jesus. Likewise birthday of Lord Krishna should be related to Lord Krishna and birthday of Lord Shiva should be related to Lord Shiva so on and so forth. Otherwise, it is like laying eggs in other’s nest. Every auspicious occasion has its own sanctity.

Charity begins at home

Dear Editor

There is popular saying which goes like this “charity begins at home.” Well, am writing in regards to recent rally taken out in Itanagar to protest Delhi gang rape incident. I appreciate organizer for organizing such kind of rally but I also want to ask few question to them. There has been numerous cases of rape related incident in the state. Of them, attempt to rape and brutual murder of a school girl at Yazali recently comes to our mind. She was a young school girl and had bright future ahead of her. Why there was no rally or protest held in Itanagar for her justice? Just because national media did not highlighted her case, even our social worker forgot her case. Her murderers were arrested after many months of incident but hardly any group made noise.

It is good to be part of national movement but let us first ensure that our own sister back home is given justice. Let the charity be begin at our home.

Bihar becomes fastest growing state

According to the Indian Planning Commission’s data for the 2001-05 period Bihar was the slowest growing state with GDP figure of 2.9 per cent. However, between 2006 and 2010, it grew at 10.9 per cent, becoming the fastest growing state and is also fast shedding the tag of BIMARU (an acronym for sick states).

On the other hand, Gujarat was the fastest growing state between 2001 and 2005 with figure of 11 per cent. But during 2006 and 2010, its growth dipped to 9.3 per cent and was overtaken by Bihar and four other states -- Chhattisgarh, Haryana, Maharashtra and Orissa. Interestingly, Gujarat was the only state among 17 fastest ones to see a decline in growth.

The eastern Indian state of Chhattisgarh grew from 7.7 per cent in 2001-05 to 10 per cent growth, the north Indian state of Haryana grew from 8.4 per cent to 9.7 per cent, the western Indian state of Maharashtra from 8.2 per cent to 9.6 per cent and the eastern Indian state of Orissa from 7.8 per cent to 9.4 per cent.

Average Gross Domestic Product (GDP) growth of top five states was 9.10 per cent in 11th five year plan, up from 7 per cent in 10th plan and 5 per cent in 9th plan.

Bottom five states also saw a significant average growth, with figures of 8.58 per cent in 11th plan as compared to 6.76 per cent in 10th plan and 4.12 per cent in 9th plan.

The period between 2004-05 and 2011-12 also saw an average increase of 300 per cent in consumption in rural areas, bridging the big divide witnessed in the earlier five-year period and highlighting the inclusive growth.
